Where the Meme Comes From

The photograph shows President George W. Bush being briefed during a public event on September 11, 2001. The whisper occurred while Bush was visiting an elementary school in Florida, after he had been informed about the attacks. The image later circulated online as a reaction meme, with captions using the whisper as a setup and Bush's expression as the response. The exact first use as a meme is not well established.

How to Use the Template

Use the two text areas to make the whispered message and the visible reaction work as a pair:

1. Whispered message: Put the surprising news or interruption here, such as “The meeting was moved to 7 a.m.”
2. Bush’s reaction: Add the thought or consequence his expression suggests, such as “I already left home.”
